The City of Barstow is considering a mandatory spay-and-neuter law in accordance with its vicious dog ordinances. On August 13, San Bernardino County began to enforce a spay-and-neuter law for pit bulls, one of the most vicious breed of dogs. Barstow city officials are discussing whether this law should apply to all dog breeds or just remain with pit bulls. The City of Yucaipa has passed similar laws.
A law requiring pet owners to spay or neuter their dog would keep dogs from roaming the streets and attacking people. California State law does not allow individual cities to establish a law that targets specific breeds. The only exception is when it applies to population control. In order for a specific city or county to establish mandatory spay and neuter laws, they must provide the State of California with specific information on dog bites and the details of specific dog bite cases.

Here is some possibly good news for those of you concerned about all the pit bull attacks in San Bernardino – four people died over the last five years. Since the start of 2010, there have been six attacks involving pit bulls – two involved small children who died.
County officials are proposing an ordinance for unincorporated county areas that will require owners of pit bulls and related breeds over the age of four months to spay and neuter their pets within 30 days of the ordinance approval. There are too many pit bulls and most of them are dangerous – this law will reduce the pit bull population. Those who do not follow the new law will receive a $100 fine for the first offense, $200 for a second and $500 for a third offense.

What an awful way to begin a holiday weekend. Once again, aggressive pit bull dogs are in the news in San Bernardino.
A two-year old little boy, is dead after the family’s pit bull attacked him, leaving him with severe neck and head injuries. The boy’s dad left him alone for a few minutes in the yard while he rode his tricycle. When his mother came out a few minutes later to check on him, she found him in the pit bull’s mouth. A neighbor, after hearing screams, called 911 – an ambulance arrived taking him to Loma Linda University Medical Center where he died the next day.
Neighbors said the dogs seemed to be good dogs and do not know what caused one to attack the little boy. The San Bernardino Animal Control impounded both dogs, although only one was involved in the attack, for 10-day quarantine before deciding what to do with them. The family only had the attacker for 3 months.
This is an unfortunate and tragic accident. The entire family are all distraught.

A young man came into the office this week. He had been attacked by his friend’s large breed dog several years back. This dog had crushed his forearm tearing muscles and severing nerves. He had to have reconstructive surgeries for his injuries. But he had been so conflicted about suing his friend for damages that he never contacted a lawyer.
